The first URL describes hardware features needed for OS/390 2.10 and
says they will be available in Sept 2000. We bought our 2003-106 no
later than summer of 98 and it has been running 2.10 for several years
now. Did IBM really beat the target data by more than 2 years?

No. They were right on time.

The hardware features comprising the ALS were available for many years before the Sep. 2000 availability of OS/390 R10. The ALS was supported all the way back to 9672-G2 and, as you've stated, the old MP2K machines.
