DFHSM will keep trying to migrate the data set to ML1 every time it is eligible during space management. If ML1 continues to have insufficient space for it to migrate, there will be a message on each failed attempt; and when it eventually becomes eligible for ML2 migration it will then migrate directly from primary space to ML2.
