This isn't risky at all.  I have performed 3 conversions just in 2006 from 
OS/390 2.9 and 2.10 to z/OS 1.7 and last year I performed 11 upgrades from 
various levels of OS/390 (2.7 to 2.10) to Z/OS 1.5 & 1.6.

There are some things to look out for, and some things that you shouldn't 
do.  You can share catalogs, but you should be careful not to cache them 
in VLF during the conversion.  RACF will also not be an issue as you can 
copy the database over to 1.7 with no problems.  I was able to share the 
RACF database between OS/390 and z/OS 1.5 but I have not tried to share 
between OS/390 and 1.7, but I don't think that most conversion scenierios 
would require you do that anyway.

You do not need to offload the JES2 data either, just set up an NJE 
connection between the systems and you can deal with output with much less 
work, plus it will make you conversion less of a either/or operation and 
much less hassle for everyone.  Your operators will be happy because they 
can keep the printers where they are.

Don't let people tell you that you have to follow IBM's "recommended" 
upgrade path, it's really not going to help you at all, since the path 
that is offerred isn't really supported in any way, so you don't gain 
anything and you loose a lot of time, plus your users will get very 
frustrated with having to go through upgrade testing twice in a short 
period of time.
