I have addressed this interest in the Pacific Northwest by contacting the local community college. I have even been in contact with IBM about this and have tried to start a dialog between the community college and IBM.
The problem is money. This community college in particular, and I presume colleges and universities in general, are driven by demand. They are not getting any requests for classes like these. In fact, there has been a recent in drop in all computer related courses because of the recent industry slump. In my opinion, the solution to this problem is to advertise the benefits of mainframe training in the media: TV, print, internet, so on. I don't know who would do this - IBM is an obvious candidate - but without some one creating the demand, I don't think this will ever be a reality.
