Unlike JES3, JES2 job scheduling is not cooperative between members and
IBM has been trying to fix the resulting imbalances for a long, long
time. They hoped that WLM might provide the solution. So far, it hasn't.
When WLM-managed batch initiators first arrived in OS/390 V2R4, JES2
borrowed the JES3 concept of TLIMIT, to limit the number of jobs that
can be simultaneously active in the class at a JESplex level. (JES2
calls this XEQCOUNT.) Not good enough. Since then, they've tried to make
WLM better at balancing the sizes of the initiator pools on each system.
Still not good enough. Now, in z/OS 1.8, JES2 borrows the JES3 concept
of MLIMIT, to limit the number of jobs that can be simultaneously active
in the class at a member level. (I believe z/OS 1.8 JES2 calls this
XEQMEMBER.) Will that be good enough?
They can futz with the various limits all they want. It won't make JES2
members perform cooperative job scheduling!
