Generally, JOB Scheduler packages have the dataset catalog/create detection.
Automated Operations products handle the Operating of the system (varying this or that on/off line, starting/stopping tasks, monitoring tasks to restart them, etc.). The only way I can think of that an Automated Operations product would be able to detect the creation of a file would be checking the messages put out for Allocation and then look for the CATLGED or NOT CATLG2 type messages. Otherwise, you would have to run an SMF exit in each system you have that would output to MainView AutoOPERATOR (tm Droole & Babble at one time) so that it could see that file. BTW - that is the way IBM's Tivoli Workload Mangler (surely I have the name right) does it. But if you are using the BMC suite of products, you should be able to alert MV AutoOPERATOR of the file being created. !!! WARNING !!! Just because you see the file get cataloged doesn't mean it will still be there at step end. SMS managed files are cataloged upon creation (pseudo exception GDG GDSes) and THEN the normal/abend disposition is acted upon at step end (and let's not get into SVC 99 migraines).
