Answer: in SMF records such as SMF30.

But also, not a programming interface, in the "ACT" (mapped in macro
IEFAJCTB) field ACTJTIME.   Note that there is one ACT for the job and one
for each step. It is the one for the job for which ACTJTIME is valid.

ACTJTIME is a fullword field, so I'm not sure what its level of granularity
is, or in what units the data is kept in there.
