It does not "bypass". It issues
IEA358A - LPALIB MODULE modname IS NON-EXECUTABLE.
PRESS ENTER TO CONTINUE, OR RE-IPL THE SYSTEM
If you choose to continue the IPL with a broken LPA, it lets you. But you
have to respond.

You are expected not to do this. Either not to have them in LPA or not to
mark them as not executable.
