Not at all.  The only method suggested to issue I/O without going 
through OPEN is the K0EXCP routine in ShowMVS.  As its name implies, 
K0EXCP issues EXCP in KEY=ZERO, if and when ShowMVS runs authorised. 

If someone "found a way to get supervisor state without running from an
APF authorized library and on a system that is properly setup and 
secure" as you say, IBM would have fixed it in minutes.
