Howi, Mainstar's (now part of Rocket Software) VSAM Manager (also available as a component of Catalog RecoveryPlus) can do it quite easily even if it is OPEN, plus everything else you wanted to know about a VSAM dataset.
For that matter, IDCAM's LISTCAT can do it, but for the statistics to be entirely accurate, the dataset must be closed.
