I have to admit that I targeted this new group because I saw the problem 
principally as a RACF issue rather than a USS one and the spread of skills is 
such that an answer is usually forthcoming as it was in this case.

I had thought I had tried the SETR RACLIST(UNIXPRIV) REFRESH earlier only to 
receive an indication that it has no effect. The display of active classes had 
UNIXPRIV on the list.

This time I issued consecutive SETR  RACLIST(UNIXPRIV) followed by SETR 
RACLIST(UNIXPRIV) REFRESH, and the mount works.

I must admit that I thought that an IPL would also induce the effect of SETR 
REFRESH, but as an IPL is performed weekly I can only conclude that despite the 
appearance on the active class list, UNIXPRIV was inactive.

In any event the issue has been resolved.
