You may run into RACF issues if you auto revoke ID's after x days. The long running task ID's may revoke, and that may or may not cause issues.
We never IPL without a need. When we do, there is a highly skilled staff on site to monitor the start up. Even so, we miss something once in a while. The most dangerous issue is an unexpected IPL in off hours due to something like an UPS failure. You will face an extended outage as your skilled team has to travel to the site to manage the restart. I would suggest that more attention be paid to the root cause of the human errors. The inability to follow a written procedure is not a technical issue, it is a management issue.
