I respectfully disagree. An ID is an ID. The ID (and password) is used
to authenticate a user. 

There is no concept of a 'TSO ID' in this context. Only an ID that is
permitted to use TSO. 

IMNSHO, there is no difference between TSO and FTP from a security
perspective. But that only applies to a z/os platform. 

Simply having a FTP server active on a non z/os platform is a risk some
may find unacceptable.
