Yes it is IF you just let the SUP insure that the VER would have worked and just have the REPs in the ZAP

 and IEBUPDTEs


Unless you play renumbering games on the source, you can use a cumulative IEBUPDTE stream (just do not do any Deletes but just replace lines that would be Deleted with dummy lines). You are thus just replacing the prior versions of the updated lines with new copies that have the same content along with inserting new lines when they did not exist in the SUPed copies.
