Make sure you have the correct Libraries selected at the bottom of the page:
Libraries zSeries, z/OS VM, VSE, and related products xSeries and miscellaneous products iSeries and pSeries Program products CAD/CAM products I usually just select "zSeries, z/OS" and "Program products".
