SAPI (SSI 79) can only 'see' spool data that has gone thru output 
processing.  So, (with the exception of FREE=CLOSE and dynamically 
allocated SYSOUT files) it CANNOT access data from running jobs.  (Hence 
your RC=4).  You can however use the Spool Browse service to get at almost 
any type of spool data set, including those open in running address 
spaces.  See APPENDIX 1.2.4 of the JES2 Init and Tuning guide for more 
info.  Tom Wasik also did a very good presentation on this and other 
topics - "Exploiting New JES2 Interfaces" - at SHARE in New York (Summer 
2004).
