Report it to IBM, then order the missing service. Ensure that you
RECEIVE current HOLDDATA before doing the next APPLY CHECK.

Only use BYPASS when it is safe, which it is not in this case. There
is no need to do a separate APPLY of requisites unless there are
holddata that require it, which is rare. The normal sequence is

  1. Order the missing service

  2. Receive everything

  3. Order, download and RECEIVE HOLDDATA

  4. APPLY CHECK

  5. Resolve any issues, rinse, lather, repeat.

  6. APPLY.
