I just downloaded the language reference manual for Enterprise COBOL for zOS release 3.4 and would like to file a reader's comment online but the manual doesn't say how to do it. The language reference notes that line sequential files can only be HFS. Given the statements of direction, I would assume that they can also be zFS but the manual should be explicit.
