OA12454: ALLOCATION HANG WAITING FOR SYSIEFSD Q4

In HBB7720 (= z/OS V1R7.0) , VARY OFFLINE and IEEVARYD offline processing
will
attempt to obtain the SYSIEFSD.Q4 resource exclusively.  If
it is not immediately available, it will wait until it is
obtained, and this effectively blocks all future Allocations
from proceeding.
This is most likely to occur when a job enters Recovery
Allocation and is waiting for a response to the MSGIEF238D
WTOR.  SYSIEFSD.Q4 is held while waiting for the WTOR reply.
