Oops, my bad,  Operators bounced the INITS so it ate a bunch of STCINRDR
+ what is hard allocated to CICS regions etc.

TFM (Jes2 I&T Guide not Reference) states there is no specific
allocation between STCINRDR and INTRDR and that they are allocated as
needed.
