So if I understand the situation correctly, you're trying to restore this 
SMS controlled file as an uncataloged file  & as we all know SMS does not 
like uncataloged datasets. 

I'd think the easiest thing I could suggest would be that you run the 
restore from the 2nd LPAR - this assumes that the 2nd LPAR has an SMS 
environment which will allow the file to be restored to a different set of 
volumes or that on that LPAR, the file would be non-SMS.
