I'm sure it couldn't be more complicated.
Now I see the difference between "orderable, unpriced, and optional feature" and "web deliverable". One is orderable, the second is downloadable.
And the names which cannot be messed:
z/OS.e V1.4 z990 Coexistence Update feature
z/OS.e V1.4 z990 Coexistence feature
z990 Compatibility for Selected Releases
z/OS V1.4 z990 Exploitation Support feature
z/OS V1.4 z990 Compatibility Support feature

Obviously z990 means it is applicable for z/990, z/890, and z9 as well.
Obviously.
It's also obvious what is "downloadable" and what is "orderable", isn't it?
Each of the packages is useless without OS and each method (web download, order) requires authorization, so it is not defence against unauthorized downloads.

What's also obvious, there is no clue on "z/OS Downloads" page, informing that here I can download package for 2.10 - 1.3, but 1.4 packages are available through other channels.

Dear IBM keep it as complex as possible.
