How do you currently monitor storage below the bar? What controls do
you have to prevent people from creating multiple 2 GiB data spaces?

What are your current limits? If you allow the user to create N 2 GiB
data spaces then you should allow him to allocat 2N GiB above the bar
as an alternative. Either way you need enough LOCAL space to back it
up.
