It is becoming one big voracious vicious cycle and I know my boss tears 
his hair out every month reconciling numbers.

New mainframe, lower cost of power, maintenance.
  Higher horsepower, more costs for software.
  CIO hates the budget, wants to whack it and send it all to the tinker 
toy brigade.
  Add more servers, sooner or later add more people and the money has 
shifted, yet not decreased.
