I agree with Bill's approach but would add the creation of CDS4 before 
switching to CDS3 and using it as your alternate couple dataset while you 
are deleting and reformatting CDS1 and CDS2.  That way you lessen the 
chance that you are called away from your desk while your system is running 
without an active alternate couple dataset.  Also, if you are a GDPS shop, 
you need to use the GDPS sysplex management panels to switch your couple 
datasets instead of the commands.  Another thing to watch out for is that 
you don't over allocate your couple datasets.  You can increase the limits 
and switch to new couple datasets easily but if you ever over allocate and 
end up wanting to reduce the limits, you will be looking at a sysplex wide 
outage.
