Agreed.  And doesn't that look rather strange when you consider the case of
SQL, which does not meet the definition of a programming language (IMHO),
and yet is embedded in various programming languages.

OTOH. Both JavaScript (Client Side Scripting) and PHP (Server Side 
Scripting) embedded into (X)HTML are Programming Languages since they 
generate HTML code and process input to accomplish that functionality.
