Newfoundland, Canada is also a half-hour different from Atlantic Time.

The time zones are based on every 15degrees of longitude (15 * 24 = 360).
But, some parts of countries stick out in abnormal ways, hence the half-hour.

I believe, there are only three zones that are half-hour differences:
Newfoundland
The one in Australia
Sri Lanka (or somewhere in India).

Trivia:
Sir Stanford Flemming (A Canadian) invented the system to help with train 
scheduling in the early 1800's.
