It has nothing to do with that.  There can be multiple data sets with the
same DSNAME, and they are not necessarily all APF authorized.  There is
also no requirement that APF authorized data sets be cataloged.  If they
are SMS managed, then that's a different story.  They must be cataloged,
and they can be specified as "SMS" in the APF list.  then it's the
cataloged data set that is APF authorized.

It isn't.  NIP does not have the ability to find and open user catalogs.
The catalog address space does not get created until after the processing
of parmlib, the creation of LPA and linklist and probably other events
that
slip my mind at the moment.
