z/OS Unix Services is excellent for this.  If you run your Rexx EXEC
from a shell with _BPX_SHAREAS=NO, allocations and many other things
get cleaned up when the non-shared process space terminates.

I know; this is much like praising an automatic transmission to a
stickshift advocate.
