I know it's not elegant, You could also, as someone pointed out, code your INCLUDEd statements in-line, or you could create an INCLUDE member for each test case rather than modifying during your submission. And in either case, you could create a job stream that includes all 20 (or whatever the number is) jobs in one member and submit them all at once.
