The FTP Server starts a new process for each client connection. The z/OS UNIX parameter MAXPROCUSER limits the number of processes a user (userid) can have active simultaneously. This can be the limiting factor and might lead to the connection being refused (While I'm sure about the former point, I'm not sure how ftp will respond to such a limitation. Just never tried.)
