The FTP Server starts a new process for each client connection.
The z/OS UNIX parameter MAXPROCUSER limits the number of processes
a user (userid) can have active simultaneously. This can be the
limiting factor and might lead to the connection being refused
(While I'm sure about the former point, I'm not sure how ftp
will respond to such a limitation. Just never tried.)

MAXPROCUSER is systemwide and is specified in BPXPRMxx, there is 
also a corresponding OMVS segment field called PROCUSERMAX which
can allow different values for different userids
