I see.  Since the *UPD MCS in two different SYSMODs affecting a
single element might not overlap, SMP/E can't enforce any
dependency declaration.  But that's just scary.  I'll
count BYPASS(anything but HOLDSYS) as "shouldn't happen".

And omitted mention of "lowest level of service", since the latter
forms don't establish a level of service.

And one more.  Suppose I attempt to RESTORE a SYSMOD which resolves
a ++HOLD ERROR.  SMP/E ought not allow this unless I also RESTORE
the PE SYSMOD or I specify something akin to BYPASS(HOLDERROR),
but there's no such operand listed in the manual.
