Don't confuse bulk software packaging & pricing with the practice of "bundling". Remember, you can choose to "snap-out" various portions of OS/390 and z/OS and get a credit, something you can't do with "bundled" software. I think the consent decree was still in effect when OS/390 hit the streets (it began to subside, IIRC, around 1996, and was fully lifted in 2001).
