Truly a gratuitous check.  Is there any rationale for permitting
three leading zeroes, but not four as long as the resulting
numeric value is within range?  It merely adds a few instructions
to some code path while providing no benefit to anyone.  I don't
accept that performing the check on string length results in a
greater time saving in iterations in the subsequent numeric
conversion code.
