You first must be able to resolve via DNS the IP address of inetsd01.boulder.ibm.com before your RECEIVE job will attempt to connect from your system to that host - via whatever obstacles your network implementation imposes (proxys, firewalls, etc). Once SMP/E attempts to connect to the IBM host, then the issues of proxy or firewall come into play.
