Stupid question time...  This is an STC we are talking about, correct?
Did you recycle the CICS region after your change to JOBCLASS(STC)?

The settings in JES2 is if you specify nothing for TIME= in the JCL. 
So does the JCL specify TIME=?  Is this a STARTED JOB perhaps with TIME=
on the jobcard?  Could an exit be changing anything?
