I'm currently experiencing the exact same error running the RESTORE job of my z/OS 1.8 ServerPac install. It appears that the current Temporary File System mounted at /tmp has too little file space (see PARM on your TFS mount command in BPXPRMxx). As a workaround, I created a /tmp1 directory and mounted a new '/tmp1/' TFS to it with a much larger amount of file space. I then changed the path for SMPWKDIR to /tmp1 in the RESTORE job. So far, so good.
