A mixed of both 
All our 300+ servers ( Sysplex ,AIX, Windows,Linux) are using fixed addresses 
our IPDS printers are using fixed addresses 
our Console network is using fixed addresses ( server consoles ) 
Our 2500 clients are DHCP , our office printers are DHCP 
The biggest challenge remains the DNS and WINS registration .
The theory works , but sometimes reality is different , problems are not easy
to tackle when you use a full redundant network ( dual homing with load
balancing).There are cache everywhere , and they sometimes ( rarely)are
playing tricks on us when changing domains .But it generally works OK .
