Yes you can apply a policy to all checks i.e.

No it won't apply accidentally to new checks. When IBM ships a new
check the date will be newer than your policy and you will get an error
like this. I found this out when I applied APAR OA15593 Logger Full
Checks.
HZS0420E 3 CHECKS HAVE BEEN FOUND FOR WHICH AT LEAST ONE
MATCHING POLICY STATEMENT HAD A DATE OLDER THAN THE CHECK
DATE. THE POLICY STATEMENTS WERE NOT APPLIED TO THOSE CHECKS.
THE FIRST CASE IS CHECK(IBMIXGLOGR,IXGLOGR_ENTRYTHRESHOLD),
MATCHED BY POLICY STATEMENT CONSPOL

I never tried a more generic method. I have about 7 of these that I
can't make go away due to how we run our shop. I was willing to live
with these overrides being in our options file.
Having it more generic I would be afraid I would exclude something I did
not want to exclude and any new checks added by IBM would also not give
me a message that I might actually want to see.
As usual in out job .. to each his own.
