The flaw in that argument it that one may not know a priori in which
data set the volume boundary will fall.
In general you are right, but the OP said they specified VOL=SER=(VOL1,VOL2) to add the subsequent files, so he was obviously able to know when it went to the second tape.

If you are adding multiple files to a tape in separate steps in the same job, you can use VOL=REF=*.stepname.ddname to refer back to the output tape in the previous step. This construct copies ONLY the last volser from the previous DD, so it is the same as specifying VOL=SER=VOL2 in his case. Note that this only works if a scratch tape was requested (no volser) in the very first step
