IBM is posting support alerts concerning the 2007 changes to U.S. Daylight
Savings Time.  Next year DST will span four more weeks.  Please make sure
your systems, middleware, and applications are ready for this adjustment.
You may also wish to document your efforts and to make strategic changes so
that if the DST period changes again in the future you will be prepared.

This DST change could also impact global customers who do business with the
United States.  If you are outside the U.S., please consider this
possibility.

For those of you using IBM Application Time Facility for z/OS (formerly
Isogon TicToc) to test applications for DST issues, please be sure to
monitor that product's support alerts for current information and advice.

Vendors, including IBM, have improved their mainframe code quality and
testing tools lately.  I would advise weighing the value of tools against
staff expenses (including "opportunity costs," the concept that staff
spending time on one issue lose time that might be better spent on other
issues, such as improving business capabilities), risk mitigation, and
meeting DST transition deadlines.  Some of the relevant IBM examples
include WebSphere Studio Asset Analyzer, Asset Transformation Workbench,
and the aforementioned Application Time Facility -- and there are other
vendor tools out there.  I'd also recommend dusting off memories (and
documentation) from your Y2K remediation projects to understand your own
correct procedures and testing regimens.  You should also be aware that DST
preparation may involve getting to reasonably current operating system and
middleware versions, so please keep close tabs on any such requirements and
allow time for version upgrades.

I know many of you are already well underway in dealing with this DST
change.  For those that aren't, please take action now to get ready.  It's
getting close.
