here, have only seen the issue with OA18578 happen on a tech sysplex when 
autoadd wasn't putting catalogs in ecs. As for the other two, (UA28626 and 
UA28376 for z/OS 1.8), I've already put them on the z/OS 1.8 system and 
IPLed one of the tech lpars with that maintenance.
