It is trivial to shut off the starting of Windows Messenger, in my
experience.

I don't recall that IE 7 ever tried to start Windows Messenger.

Someone on the comp.lang.cobol newsgroup complained that it insisted
on starting Windows Messenger and it was difficult to curb that
behavior.
