Perhaps they have the stringent "need to know" mindset so common to the
military. I don't agree with this myself, in general. But I'll also say
that I don't let non-Tech Services people look at my JCL and programs
either. Too many complaints akin to "the JCL that I stole from you
doesn't work!!!"
