I make no comments about the technical merits of the request, leaving that to the JES folks.
But commenting upon the FITS system itself, unlike its predecessor system, I believe that FITS does not have support for "concur". It unfortunately probably lets you do it, but no notification gets sent to the "concur-ees". I say unfortuntately only because it should have dealt with concur the way that the previous system did. We argued for that, to no avail, when FITS was made available (and no one asked us before that time). Regardless, that lack of functionality might leave your best option being to create a new requirement that refers to the original one. As with almost any requirement, the larger the segment of customers who ask for it the more likely it is to happen. So if it came from a user group, all the better.
