Hard to say. States are free to spend or squander money as they see fit.  
They have independent budgeting and taxation authority. Most have to have a  
balanced budget.
 
Haven't seen the contract, since IBM stopped supporting education and  has 
lost market share at the low end there's less education and expertise. Again  
state laws are pretty archaic and revolve around low-bid contracts. For equal  
services and specifications this used to work. Lacking knowledge to  
differentiate between fact and dancing bears is a lost commodity. One of our  
former 
employees works for IBM services and makes a good living fixing these  things.
Again and again....although hasn't been to Texas.
