In respect of:

"I am a DB2 novice. We have an ADCD z/OS 1.4 system on which DB2 is installed 
but not active. I set the DB2 subsystem in IEFSSNxx and IPL-ed."

With an ADCD system there should be no need to modify anything. The ADCD comes 
with several pre-configured IEASYS members to meet a variety of situations, and 
these are paired with matching IPLPARM members.

If when you IPL you get the message SPECIFY SYSTEM PARAMETERS simply type:

r 00,SYSP=DB

If you are running under FLEXES, the .IPL member can be changed so that the 
last two characters of what is effectively LOADPARM are DB.

Either of these options should bring up all the changes, and automatically 
start the DB2 sub-system STCs.

Hopefully you did not change any existing members but produced your own copies, 
to ensure that the supplied options still work.
