There are several free PDF print drivers available for Windows that allow the
creation of a basic PDF file from any application. I use one called Primo PDF
- it was the first one I found several years ago.

So, is Adobe charging several hundred dollars for something you can
do otherwise for free?

(But how does one print to a PDF file on Windows? -- I know on OS X
it's as simple as selecting a printer driver.)
