It would but that's not what's happening. It's a GET (of the first block, probably). Read the description of S002-04. Clearly an error that would happen during a GET. And that's when it is happening.
Even if we posit that it's happening during an OPEN or a CLOSE, my original question still remains: The QSAM bits say no return option is acceptable. What might one do to provide for an orderly termination, including the closing of other open datasets?
