As already noted, your IODF needs to be cataloged to PROD only for
dynamic activations or to use as input for HCD work on PROD (and you can
do that from the TEST system).  You can IPL with it without it having to
be cataloged (you will receive a warning message that dynamic activation
is disabled due to the IODF not being cataloged).

The suggestions from the other people are very good for the future.  I
have not yet implemented them here.  We also have two systems sharing a
single IODF (cataloged only to one of the systems).  For our other two
non-connected systems, I copy the IODF to appropriate volumes, so I have
3 (identically named) IODF datasets on 3 different volumes for 4
systems.

To use SYS1.IODF11 in its current location for PROD, you would have to
make the appropriate change to the address for the IODF device in the
PROD image on the HMC (in the LOADPARM part of the LOAD information).
